Ulaanbaatar City Council Approves 2026 Budget
The Ulaanbaatar City Council has approved the draft budget for the 2026 fiscal year. The document outlines the following key figures.
Main budget indicators
Total revenue
The total projected revenue of the capital’s budget amounts to 2.07 trillion MNT.
Total expenditure
Total spending is set at 5.8 trillion MNT.
Revenue structure
- The largest share of revenue, around 1.36 trillion MNT, will come from corporate income tax.
- Nearly 60 percent of all budget revenues are generated by this tax, which represents a 30 percent increase compared to 2025.
- Non tax revenues will mainly consist of fines, interest income, and road usage fees.
Expenditure structure
Out of the total 5.8 trillion MNT in planned spending, approximately 1.4 trillion MNT is allocated to the city administration’s current operating expenses.
- 20 billion MNT for housing and infrastructure development initiatives
- 44.5 billion MNT for the implementation of the city’s 2026 strategic development plans
- Spending on air pollution control will total 54.8 billion MNT, including 52.2 billion MNT for the transportation, monitoring, and distribution of improved fuel. In comparison, 94 billion MNT was allocated for these purposes last year.
Mega projects and debt servicing
Project management expenses are set at 13.5 billion MNT.Debt servicing allocations include:
- 100.3 billion MNT for principal and interest payments on transferred loans or bonds
- 408.4 billion MNT for servicing municipal securities
- Financing for the Selbe 20 Minute City mega project comes from 500 million US dollars raised on international markets. In addition, 500 billion MNT in bonds have been used to implement energy projects in the Buuruljuut and Baganuur districts.
Investment in city projects
In 2026, the capital plans to launch 98 new investment projects with a total budget of 684 billion MNT. An additional 1.2 trillion MNT will be allocated to 56 ongoing projects.
